He added that the applicants who travelled far away Oke-Ogun, Ogbomoso and Ibarapa areas down to Ibadan for the CBT exam went through stress and many unpleasant incidents.
He said that the stress and many unpleasant incidents that the applicants went through in the course of travelling to Ibadan are still in the memory of many applicants till date.
Asking the speaker to borrow from the recent and continued agitation for community policing, which is at the instance of canvassing for the new recruitment exercise to be conducted soon by TESCOM and SUBEB in Oyo State, as this would give room for more commitment and dedication to work by the recruited teachers.
Also, considering the security situation of the country at the moment and other hazards attached to travellings, Hon. Hon. Ogunsola urged the Executive Arm of Government through TESCOM and SUBEB to consider the urgent need for the creation of CBT centres in Oke-Ogun zones 1 &2, Ibadan zones 1 &2, Ibarapa, Oyo and Ogbomoso for the conduct of CBT exam for prospective applicants in the recruitment exercise to be conducted soon, in order to achieve seamless and hitch free exercise.

He asked the Committee on Education(Basic and Secondary) to do appropriate followup action and monitor the compliance of TESCOM and SUBEB to the resolution of the House.

Hon. A.O. Ogunsola (Iwajowa)
The House
Notes that since inception of Omituntun 1.0 in 2019 led by our amiable and people’s Governor, His Excellency, Engr. Seyi Makinde, the Pace setting State had witnessed many unprecented progress and achievements towards building a verile state in terms of Educational and socio-economic development. The Governor has virtually changed the narrative of Governance by giving opportunities to the youths and running all inclusive Governance and allowing children of the poor to have access to free Educationa at Basic and Secondary levels. His philosophy of Governance which is anchored on data, science and logic has helped his administration tremendously in all sectors of the economy. This is evident in the first step taken by Mr. Governor in late 2019 when His Excellency approved the recruitment of 5,000 qualified teachers into public secondary schools through TESCOM. The recruitment exercise conducted was based on merit which gave opportunities to many prospective applicants to be gainfully employed into Oyo State Civil Service without knowing people at the top or politicians. This is highly commendable.
Further notes that all the qualified teachers employed in year 2020 in the State had made significant impacts on education sector of the State and Government had seen the valuable contributions of some of these recruited teachers in all Public Secondary Schools in the State. This underscores one of the reasons for the recent approval given by His Excellency, Governor Seyi Makinde to recruit additional 7,500 teachers into secondary schools via TESCOM. It is also interesting to note that, Mr. Governor in his magnanimity has also graciously approved the recruitment of new 7,000 qualifies teachers into public primary schools across the State. The action of the Executive Arm of Government led by His Excellency to give priority to education is based on the understanding of the contribution of Teachers to nation building. Teachers globally play a crucial role in nation building through their contributions in education and shaping the future citizens of the State. Teachers not only impart knowledge and skills to students but also instill values such as honesty, integrity and respect for others. They also identify and nurture talents in students, preparing future leaders who can drive progress and innovation in various fields. Hence, teachers are not just educators but nation builders who shape the future of a country by shaping the minds of its youth.
Aware that, during the last recruitment exercise conducted by TESCOM in 2020, the applicants were asked from various zones of the state to come for their CBT Examination in Ibadan. The CBT Exam was held at University of Ibadan, distance learning centre along Ajibode-Sasa road for all prospective applicants. Applicants travelled far away Oke-Ogun, Ogbomoso and Ibarapa areas down to Ibadan for the CBT exam. The stress and many unpleasant incidents that the applicants went through in the course of travelling to Ibadan are still in the memory of many applicants till date. Again, considering the security situation of the country presently, it calls for serious concern. Hence, it is advisable that TESCOM and Oyo SUBEB in the guest to conduct the CBT Exam for all applicants should consider the necessity for the creation of CBT Exam centres across zones in the State for conviniency of applicants.
Further aware that in the recruitment exercise conducted by Oyo SUBEB in 2005/2006 in the State consideration was not given to posting of successful candidates to their respective zones and Local Government. Some primary school teachers during the recruitment exercise were posted to Oke-Ogun areas who are indigenes of some Local Governments in Ibadan. Unfortunately few months later, some of them were seeking transfer to schools in Ibadan. It was this scenario that led to the Government decision to lay embargo on transfer of primary schools teachers till date by SUBEB. The Rt. Hon. Speaker sir, borrowing from the recent and continued agitation for community policing, there is need to canvass for community based teachers in the new recruitment exercise to be conducted soon by TESCOM and SUBEB in Oyo State. This will give room for more commitment and dedication to work by the recruited teachers.
Resolved to:
Urge this Honourable House to:
eulogize and commend His Excellency, Governor Seyi Makinde, a true democrat and passionate leader for his magnanimity to graciously approve the recruitment of additional 7,500 secondary school teachers and new 7,000 primary school teachers in the State for the upliftment of education sector in line with SAFER policy on education;
urge the Executive Arm of Government through TESCOM and SUBEB to consider the urgent need for the creation of CBT centres in Oke-Ogun zones 1 and 2, Ibarapa, Oyo, Ogbomoso and Ibadan zones 1 and 2 for the conduct of CBT Exam for prospective applicants in the recruitment exercise to be conducted soon in order to achieve seamless and hitch free exercise;
appeal to the Executive Arm of Government through TESCOM and SUBEB to put consideration on the posting of successful candidates after the recruitment exercise on the basis of their zones and respective Local Government in order to abate the unnecessary agitation for transfer and encourage commitment and dedication to work via community based teachers.
direct the Committee on Education (Basic and Secondary) to do appropriate follow up action and monitor the compliance of TESCOM and SUBEB to the resolution of the House.
Mr. Speaker sir, I beg to move.
